The bill still has to be confirmed by the Senate.
Most Canadians are expecting it will be but the Act went into effect last week, not today.
I suppose if you are misinformed it looks different, Canadians were not surprised today though.
The convoy organizers were expecting to be a lot more popular than they turned out to be.
That was their biggest miscalculation, the fringe is the fringe for a reason.

Canadians are vaccinated and we accept that masks work.
So depending on us siding with people who refuse vaccinations and won't wear masks wasn't too bright.
Throw in a separatist leader as an organizer, a few confederate flags and swastikas and the die was set.
That was the populist "convoy", their arrival in Ottawa coincided with blockades on our borders.
They arrived and then blockaded streets and occupied downtown Ottawa.
This went on for weeks, clearly neither Ontario nor Ottawa were able dislodge the attackers.
That is why the Emergency Act went into effect.
