Do you know if local telephone carriers (in this case Qwest) have any obligation to roll out DSL? Though parts of my city have had DSL for over a dozen years, our neighborhood (not a remote one) seems to not to be included. All the company can say is that it DSL service is not yet available in your neighborhood.
