One of the conditions, as I recall, is that the states will have to comply with [some] national Medicaid eligibility standards. In some states the eligible income levels are much lower than in others, like about 30% of poverty levels and up to, as I recall, 200% in some other states. I guess states will have to do their own math. This will also give them leverage to demand lucrative (for them, not the taxpayer) special deals.
