Look at chronology:

STEP 1. CGCOC was granted an "exception" to stay on NASDAQ. The exception EXPIRES in 11 days. Here is the story:

MILWAUKEE, Wis. (Dow Jones)-- Commerce Group Corp. (CGCOC) obtained an exception from the minimum bid price requirement for listing on the Nasdaq SmallCap market.
In a press release Wednesday, the company said the exception expires Feb. 10 and it believes it can meet requirements for continued listing thereafter.
For the duration of the exception, the company's Nasdaq symbol will be CGCOC.

Commerce Grp Corp. Seeks To Buy Niche Web Sites For Portal
MILWAUKEE (Dow Jones)--Ecomm Group Inc., a unit of Commerce Group Corp. (CGCOC), plans to consolidate niche Web sites into a new Web portal.

In a press release Friday, Commerce Group said the portal will offer free Web-based e-mail and Web page communities, chat communities, auctions, targeted advertising, instant messaging, a personalized start page, product suggestion, a topical Internet directory and electronic commerce.
Nasdaq-listed shares of Commerce Group recently traded at 1 1/4, up 59/64, or 281%, on composite volume of 168,200 shares. Average daily volume is 17,674 shares.
Commerce Group explores, develops, extracts and processes precious metals in El Salvador.

Step 3. TRADING HALTED TONIGHT after market close.
