I can't speak for the EU, but I understand Canada views the lumber tariffs as unfair. It has already taken United States to mutually agreed arbitration twice on this exact matter and has won twice. The current tarrif, imposed via a powerful lumber lobby, is more of the same, and so naturally Canada would retaliate. Is Canada too ignorant? I don't know, should they do nothing? Well they are taking the U.S. to court again at the EU and some NAFTA body (same as before), but it will take years, and in the meantime U.S. lumber companies will come to Canada and buy the bankrupt mills and bankrupt lumber company logging licences.
