Libby and Rove are guilty of outing Plame,
Libby lied about it and probably do did Rove. But Libby says he got ordered from his "superiors". His only superiors are Cheney and Bush. And now we know Bush ordered leaks which suited his purposes.

Don't you see what's happening? Libby has abandoned any loyalty to Bush-Cheney and is trying to stay out of prison by blaming everything on his superiors. This is a nightmare scenario for the White House because it proves Bush-Cheney both lied, and that they are both guilty of committing treason just for personal political reasons.
