I believe our intelligence capabilities eroded considerably during Clinton's 8 years in office, but would not expect the incoming President to completely understand the gravity of the terrorist situation upon taking office. I wish he would have, but don't fault him for not doing so. I look at the left's resistance to some of the policies after the threat was made obvious on 9-11-01 as more telling than the right's not recognizing the problem immediately.

Maybe if the dems would have allowed him to assemble his cabinet and prepare for office instead of drumming up unsubstantiated charges and trying to hijack the election he would have had a better chance of recognizing this grave threat.
