That's right, but you can see how it can (and is) being used to make it sound like Ryan said that there was not tapping.

It's like what actually happened with Attorney General Session's answer to Frankenstein's question about had he spoken to a Russian about the campaign. The answer was no, but they leave off the part about it being a campaign question.

He never said that he did not ever speak to the Russian Ambassador in his position as Senator.
