I know that is generally the Far East mentality.In Tailand you can bargain 50% off anything and if you don't end up buying they even swear at you.It still does not make it right.What they consider as good bargaining in most Civilized countries gets you in to trouble. I wouldnt even go there. Otherwise we will get into a debate of what actually qualifies for "Civilized countries". Even in this country there have been some very popular books on "The art of negotiating". imho if you dont like the way they do business, just dont do business with them. They dont have a gun to your head.
