I think LE thought he could make more, beat Bill in NAV, by holding on so as to not alarm the masses, wait for a higher price. As the momo left the train, he than did what you noted ... "stealthily" is right. If it were not for the SEC rules, we can all imagine what would have happened instead.

The judgement will come later, during televised Congressional witch hearings.
