I'm just switching over from Win98SE to XP myself. I use Outlook Express so different I guess; exporting/importing wasn't too bad. It was just 'File' then 'Import' or 'File' then 'Export'. However I spent about 2 hours with the Signatures and the message rules. No easy way to move those that I could find.

I bought a new 40 gig drive for XP. It's making the transfer quite a bit easier. I have installed the new XP drive as my boot drive and have the old Win98 drive installed as the second drive, so I can transfer many files directly from one drive to the other.

Here's a PC World article titled "Move Outlook Express Settings to a New PC".
