He did admit, that "some localized property markets" exhibit Bubble characteristics. Of course he failed to mentioned that one of these particular "localized" market, California, is the fifth largest economy in the world, which in turn spread a pandemic of more "localized" Bubbles throughout the West and Hawaii.

Also add in the urban metro areas of the northeast, Chicago and Florida to the west coast, Arizona and Nevada you are looking at perhaps half the population and over three fourths of the total residential housing value. Greenspan and other pimps will say there is no national housing bubble and technically cover themselves. Kind of like when Clinton said I didn't have......with that woman.
