You're observation is well taken, but would you not agree that "pace" can be a constant. The rate of any movement can be constant as well as variable. If I had said the increasing pace of Moore's Law, then my logic would have been flawed. Relentless does not imply an increase in rate. Constant movement, no matter what the pace, can be relentless. The movement of a glacier could be considered to be relentless as well as constant. Relentless means, "showing or promising no abatement of severity, intensity, strength, or pace." Therefore, Moore's Law could be interpreted as setting a relentless pace for semiconductor industry.

You're observation did make think, though. I welcome your feedback on the above argument.
