Regulator okays AES power plant in Canada
CALGARY, Alberta, Dec 11 (Reuters) - Alberta's energy regulator on Tuesday approved U.S.-based power generator AES Corp.'s (NYSE:AES - news) plans for a major gas-fired plant on Calgary's outskirts, despite staunch opposition by some local residents. The Alberta Energy and Utilities Board said several conditions attached to its approval of the C$450 million ($287 million) plant effectively addressed a spate of health and safety concerns raised by intervenors during a public hearing.

AES wants to build a 525-megawatt plant about 1 mile (1.6 km) east of Calgary. The combined-cycle plant would produce enough electricity to power 525,000 homes in the oil-industry city of about 900,000 people.

But some rural residents and people who live in an adjacent Calgary suburb have complained that emissions and noise could be detrimental to their health and lower property values.

``The board is satisfied that the health and safety of the local community has been safeguarded through the design and operational features of the plant and the strict compliance with provincial environmental guidelines and board requirements,'' the EUB said.

Some conditions for AES attached to the approval include designing a monitoring program for biochemical contaminants, providing continuous monitoring of nitrous oxide, wind speed and wind direction, drafting an emergency response plan and providing quarterly reports of its progress with the measures.
