Organizations in such sectors must demonstrate Year 2000 compliance before April 1999 or face severe discipline.

Banks, nuclear power stations, airlines and other entities that don't pass muster in official inspections simply won't be given the chance to fail on January 1, 2000.

They will be ordered to shut down in mid-1999.
