The entire discussion is academic, so I'll address your post and then I'm moving on.

Except for an very rare inquiry, that's exactly what does happen.

Since you appear to be arguing a moot point on behalf of all moderators, it's worth pointing out that you alone had issued more pre-bans and total bans than all other 641 moderators combined, which makes you about as far removed from being the typical moderator as one can get.
