So... you have NO IDEA what would work to fix the long-term nature of this near continuous problem (that has dogged us on and off for the better part of a century, but *especially* over the recent 3 1/2 decades or so...), but you are firmly against trying the one significant structural change that the greatest number of experts believe would offer the most hope of a permanent cure, (& that has mostly achieved it's aims in many States which have implemented it in their constitutions)....

Why? what would we possibly have to lose? (Other then federal bloat, that is....)

I mean, if it doesn't work as advertised, it could always be removed (like Prohibition was).
