I think if everyone takes the time to read the entire entry in the Federal Registry (click on the "text" link beside the title), they will get an idea of the complicated nature of the application process, and understand why it took such a seemingly interminable amount of time to pass through the bureaucracy. To us, it was just an obstacle to the growth of our investment. But to the parties concerned, it is a major piece of legislation with far-reaching effects.

That said, kudos to the patient among us.
