The two of you seem to be confused over the difference between who runs a NAP and who has a connection at a NAP.

A NAP is an interchange point where large internet providers "peer" traffic. Netcom has a connection at most of the NAPs, but does not run any NAPs. I doubt that running the NAP gives a signifcant advantage to the operator. Over time, the NAP concept is losing some of its attraction - since the Internet was designed to be decentralized (nuclear war, and all that stuff). Routing most of the Inet traffic through 5 major choke points turned out to be only an interum solution, and many of the large backbones are now interconnecting directly.

AOL, of course, has networking arrangements with ANS (which it owns), Sprint, and BBNPlanet, giving it pretty good Inet connectivity, and a fair amount of clout in the politics of the Internet.
