I use Mindspring. I have never seen them down and I connect at 56K. The best part is the great! technical support. Even when it was obvious that another ISP setup had trashed my Dial-Up networking they spent more than an hour working with me to restore it.

After spending hours with 'the other service' getting the run around with lots of finger pointing, it was refreshing to get real help from Mindspring tech support. It's also available nights and weekends.
