Outside of the US. SpaceX Germany has filed with the ITU for Direct to Handset services for 29,988 satellites covering nearly every LTE band known to mankind.

This scheme would allow Starlink to provide DTHS services to nearly every country worldwide and multiple operators in the same country.

Rumor has it that payload development has been in process since mid 2021
