DIRECPC FAIR ACCESS POLICY
To ensure equal Internet access for all DirecPC subscribers, Hughes Network Systems maintains a running average fair access policy. Fair access establishes an equitable balance in Internet access across Turbo Internet services by service plan for all DirecPC customers regardless of their frequency or traffic usage. To ensure this equity, customers may experience some temporary throughput limitations. DirecPC Turbo Internet access is not guaranteed.

This basically translates into:
We don't have enough bandwidth on our crappy satellites for all you suckers, so we'll give each of you an average amount of thru-put for you all to fight over. I can confirm this with a real world example. After trying repeatadly to download a game from a private ftp site, and bearly getting 5kb/sec, I left my computer connected all night long, and then at 5am EST clicked on the same file, with the same connection hops for download, and got close to 50kb/sec... Big difference when you don't have to share. I'm not ignoring the fact that the Internet itself gets bogged down when everyone's on it, but a Ten time's differance?! Sorry, but the Satellites limited load system is obviously to blame despite my having to shell out an average of $50-$100 Premium per month to keep the damn thing working.
