That doesn't alter the fact that showing meaningful revenues spread over that many shares is a Herculean feat. Major investors or no, a reverse merger is very likely in these circumstances, and that makes for a difficult investment scenario. The use of the phrase "closely held" here is not quite right; closely held usually means that shares are concentrated in a few hands, with a small public float--here, it seem that there is a public float of tens of millions of shares.
