Nov. 8, 1999 ----Senate to Resume Debate on S. 625 Today as Clock Ticks

The Senate will resume debate of S. 625 today, with votes to begin on amendments at 5:30 p.m. The Senate is racing against the clock, since adjournment is currently scheduled for Wednesday evening, assuming the appropriations bills are addressed. There is no time limit on relevant amendments currently, and as many as 40 amendments are likely to be filed. The first of the non-germane amendments, including the minimum wage increase, will be up for debate today, and a vote on the minimum wage is scheduled for 10:30 a.m. tomorrow. Six non-germane amendments are permitted under a unanimous consent agreement reached late last Thursday. Democrats argued that the means test in the bill does not take into account expenses beyond the IRS rules, such as long-term care for non-dependents. Sen. Russell D. Feingold (D-Wis.) said the the use of the IRS standards "makes the means test draconian and unfair." He offered an amendment that would allow debtors to claim expenses for long-term care when bankruptcy courts determine debtors? ability to repay creditors, CQ Daily Monitor reported. Democrats are also seeking stricter rules on credit card solicitations, including clear disclosure of interest rates and fees; S. 625 sponsor Sen. Charles E. Grassley (R-Iowa) said those disclosure requirements are likely to be adopted.
