I saw another, with different slant re government relaxing and allowing a reversal on technology choice. Sorrty no link, but same day as Bloombergs. Looking for it. Source was "Maeil Business Newspaper, from which Bloomberg extracted. Here's a clip:

"The Ministry of Information and Communication is reportedly considering ways to relax approval procedures for IMT-2000 licensing so that applicants, who must indicate a preferred technical standard at the time of application for licensing, can switch technical standards if necessary after their applications are approved".


Now with all the contradictary stuff on China, and Korea, there could be a different spin from another source.
