Regardless, given the amount of insulation that hit the orbiter in 1997 and that it did not cause an unmanageable problem then, it is understandable how they came to the conclusion that the insulation would not be a fatal problem this time.

Not to me. It is incredible scientists and engineers would assume something like this, not to mention shameful.
