If you look back at the FFs you will see they envisioned citizens serving in government for a sort period of time. They imagined the hardship of loss of income and being away from their community and family would force people to return to civilian life quickly.

The corrupt Congress has erased that problem by paying itself as much as they image they are worth.

A Balanced Budget Amendment is part of the solution. Term limits are as well. The third leg would be to stop paying them.
