David, I agree that the solution is in the peering arrangements. But there's not much a little guy can do on that end---aside from complaining to their provider (or switching to a better provider).
I'd say that if go2net is a serious internet business they should make an effort to establish these peering relationships, or obtain connectivity through someone that does have good peering. That's why I'm a big fan of above.net, they think that the core of their business is based on good connectivity and good connectivity can only be established with multiple peering relationships. So they have them.
