Tau = the time constant of a system. A big tau means change cannot be done quickly. Think of it as the effort needed to turn a battle ship vs a Volkswagen Beetle. The tau of the battle ship is much bigger than that of the Beetle. Similarly, the tau of the US as to conversion to "green dreams - err - I mean energy" is large. Hence one should not neglect current supplies as new supplies will come on slowly. It is a good argument for an all of the above solution to our energy needs.
