I am a veteran of 8 and 1/2 years in Africa and I know damn well that Africans are not exactly known for using "few careful steps" such as less promiscuity and use of condoms. Then you should certainly know that anything short of a vaccine is an exercise in futility ...... and a few careful steps is is just cheap talk like we want money .. elmat, you seem to be presenting the other side of a bad coin..
