<<Earlier this year, Democratic pollster Mark Penn offered us "Office Park Dads" and Celinda Lake countered with "NASCAR men." Office Park Dads (who work in nondescript office complexes in the suburbs) represent about 15 percent of the electorate. They range in age from twenty-five to fifty, and most consider themselves to be politically independent. Significantly, they broke for Bush late in the 2000 election. NASCAR men (who have watched a NASCAR race in the past year) are a larger group (48 percent of all men). Like most men, they lean slightly more toward the GOP. They are middle class and have lower levels of formal education.>>

Celinda Lake is identified as a Democratic pollster.

According to the above, the original term apparently did spring from Nascar before morphing into a code word for less educated white men.

Just because Bush is marketing to Nascar Men doesn't mean that he's not marketing to other groups. It seems, though, that the strategy is to bring out the base rather than try for the independents so targeting Nascar viewers seems smart to me.
