Well, Jfred, they started to spend taxes on more or less socially usefull things, then expanded and found less usefull things to spend on, then spent on socially useless programs domestic, then, having run out of things domestic, yet having a burning desire to expand further again, they find new constituents, even if illegal. The thing is, there are too many administrators, social workers, program coordinators, all with a nice salary and benefits and perks coming from these same programs. they spend taxpayers' money to hire people and lawyers to argue and justify spending more taxpayers' money. But then, they can't have only program administrators, can they? Thus need for ever expanding "deserving" constituency.
Re: Cuomo, don't think so. Too old, and not liked too much, even in NY. Bradley and Nun would make decent contenders, perhaps because of that they won't. What about Bonior? -g- But, more likely, a former governor on the right, a totally liberal demagogue on the left.
