You have a valid point there Velo. Part of that "money on the sidelines" rhetoric is from investors themselves stemming from their blind faith in portfolio managers whose very mandate it is to act as the care taker of their fortunes. Further, these same PMs justify their salaries by perpetuating the view that there is no great fear as their clients money is tucked away safely in t-bills until the time is right. In the meantime and four upgrades later, INTC trades away 67 billion and change...
