Lower income people will not be free to pay down debt such that they can legitimately incur new debt. They will incur the new debt simply because of the mirage of disposable income created by a sudden tax windfall. This will leave them exactly where they have always been - in debt and eternally pressed by obligations and basic creature needs. It is no way to expand an economy.

A ten percent increase amongst job creators is significant, despite a 50% loss. If I have lost 50% and find myself suddenly 10% richer, I am gonna study the market and find out how best to invest that 10%. Ultimately, I am going to create jobs - not the poor guy who squanders his break on junk foods and trinkets that will vanish in a few months.
