Seems to me that the mine operator ran out of cash and closed up. However, they have a pile of ore to be processed and somehow GE got the contract to process the ore, whoopdedo!

There is no guarantee that the owners will find more money to start up the mine so GE gets a few months work and pays some bills with the money.

There is no benefit for the common shareholders, who are now extremely diluted.

Sounds to me that GE has given up on Bolivia.

This company is still just a POS scam.
