Officials say they have assumed all along that the United States would carry most of the burden of actually fighting a war against Iraq — with some important help from Britain which announced it is now sending 30,000 troops to the Gulf.

But U.S. officials say the political backlash of doing it that way — especially if casualties are high — could be huge.
