I'm not sure I would say it is right but I don't think it is a gross injustice, or a violation of anyone's rights or something that should be illegal.

Edit - Or to put it another way I think the bar owner is within his rights to charge whatever he wants to anyone. It might not be nice to charge a lot more at least without a good reason (but thier are good reasons behind ladies night), but if he wanted to charge me more, or white people more, or men, or any group I would not try to sue him or register a formal complaint with the government, and not just because I would "let it slide" but because I think it would be wrong to use the power of government in this way.
