osx futures buy program in last 10 minutes

i have not seen news, but looks like an osx futures buy program must have happened about 13:55 or 14:00. looks to me that just the members of the osx index suddenly jumped a Bunch and simultaneously. anybody got any info? maybe somebody knows something about agreement energy program in congress?? just dreaming? the stocks did not hold the gains, but the sudden gains were real.
