FuelCell Energy (FCEL) 12.49: Wedbush Morgan comments on decision by the Connecticut Department of Public Utility Control to reject funding for the 26-MW fuel cell project proposed by Enron and Connecticut Resources Recovery Authority. Firm's initial reaction is that this news will deliver another psychological blow to FCEL's stock price. However, with stock already down 72% below its recent high, firm speculates that the market may have already discounted an adverse outcome into the stock price to the then-pending Connecticut decision.
