I had a RagePro card in a Dell 400. I'm pretty sure it was capable of 1600x1200 resolution. Are you sure your monitor is supposed to be able to go to 1284x1056? If you are setting your card to a higher res and the monitor won't go there, maybe that's all it can do.

When you spoke to Dell Tech support, did you give them your express tag number and did they look up your exact computer in their records and then tell you you needed a newer card? Did they suggest a card that would work? If not I'd call them again and ask for a recommendation. They should be supporting you on your computer and they should be supporting you on the new monitor as well.

In my experience if you get a good tech support person at Dell and work with them patiently, they will solve your problem.

If you do need a more advanced card, the cost can range from $50-100. I'd make sure it is compatible with your monitor before buying it.
