Think of it like buying a car and failing to make payments some time later. You are released of any obligations relating to it. However, the car now belongs to someone else.
As to the certificate, it may look good on the wall. It has all the value of a car title that the repo man didn't take, but is probably more interesting to look at ( and given Ness' notoriety, it may someday bring something on Ebay).
