That's because of Rule 144 restrictions on amounts that can
be sold. The recent flood of 144 filings is to the max allowed.

"Up" is relative. Clearly the insiders feel that the current price
level is attractive. If you held options and thought there was
meaningful upside in the near-intermediate term, would you sell?

BTW, options overhang (i.e. potential dilution) is arounf 35m
shares, or 25% of outstanding.
