It is simple to lock a revolver. Just swing the cylinder out and put a padlock over the frame keeping the cylinder from closing. Something similar can be done with an automatic. I wonder if a gun owner would be required to carry around another piece of paper that says he owns a gun safe. It costs $20 to get a BFSC before you buy a gun. The DROSS charges are another $18. An inexpensive portable locking case for a gun is about $99. Seems to me these fees are counter-productive if they get too high. Where do the fees go? It's not like someone is supplying gun safety courses with the money. It's a bit like the insurance and smog certificate laws in Calif. They're there but it is easy and common for them to be ignored, even by the cops.

New gun laws are mostly about feeling good, (i.e. doing something!).
