John -

I believe the failures we saw were at least partially due to the unforeseen influx of large numbers of critically injured soldiers from Iraq. The system wasn't designed or prepared to handle so many patients requiring such high levels of care.

Even if that were not so, I agree with you that the government is most certainly responsible for the failure of the system to provide adequate care.
