The economy was off it's Y2K peak, but there was still some emerging sectors, notably business to business sales and some of the storage/server support that went with it, and wireless technology. What was decreasing was the large Personal Computer replacement stream due to Y2K worries and it's associated periferals. It was just one of the many trasformations of product mix that happened every year or two. Furthermore, as soon as Cheney let his buddies know the fix was in, the big resource companies began their energy phantom trading cons creating an additional strain, especially in the tech critical area of California.
