The Hidden Troubles of the F-35 The first problem... is that they way problems are addressed is broken... Some of that is Congress is broken... in how they address programs... But, it is clearly true that acquisitions processes that don't enable rapid response in fixes sourced from outside the existing channels in existing contracts and in the military... cause the problem. As many if not most of the expected in commercial conflicts in our legal processes have settled on arbitration as a far more cost effective solution to disputes than full blown legal process... a similar short circuit is required to enable better problem solving in military acquisitions... by enabling lower cost access to alternative experts... problem solvers... with a different viewpoint than those already inside the system, and thus constrained to accepting the problems that exist. Contracts should have $ and time performance thresholds... beyond which problems are additionally allocated to parallel processes - shunting money away from primes and seconds... to unrelated parties... with greater expertise... and fewer organizational constraints on problem definition and the identification of possible solutions. Again, the issues are not unique to F-35... but solving them for the F-35 will impact many others with a benefit.
