Some day and someone will challenge these kinds of ordinances as exceeding the police power. The city can regulate for "health, safety, and the public welfare." This ordinance would have no rational basis, IMO. They're admitting they don't want to pass an ordinance for health reasons, or safety, just "I don't like it."
