Well, the NASA launches for the military, would be national defense. (Although they could be considered a sort of "socialist/government military contractor")

The launches for the private sector would be socialist provision of services, probably the other non military launches as well, although they would be a bit more complex of issue.

Getting back to the military, while I wouldn't use the term socialist, there is a lot of similarities between the military and parts of other socialist systems. But while the military doesn't face market competition it does face violent competition, which can keep it from some of the problems that some socialized systems face (of course getting shot at is itself a problem). Certainly some militaries become more violent versions of other corrupt bureaucracies. They do little to defend the country, or attack other countries, and instead serve mainly to provide secure positions and percs for their high ranking officers.
