Some evidence for the upcoming discussions on presidential authority to declare war.

As I understand it, the relevant text is in Article 1, The Legislative Branch, Section 8, Scope of Legislative Power.

The Congress shall have the power ". . . . To declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water; "

For fundamentalist interpretations (the present majority on the Supremes) of this scripture, it's pretty clear. At least on the face of it.

The second source would be debates surrounding the voting on these provisions. At least if one were a fundamentalist.

The third source would be Supreme Court decisions and subsequent legislative acts.

Fairly complicated in my view. Simple only if one is a fundamentalist.
