You misunderstood me, Bill. I said:

"pulses followed pseudo-randomly with a main
period of about 5ms,"

which in my poor English means a continuous series
of throttle-engaging pulses, with overall 20% duty
cycle. It seems that the shut-down interval is
pre-defined as 1ms long, and the frequency of pulses
determines how deep the overall throttling is.
